Big Idea
The fight over seating Hiram Revels in 1870 was a fight over whether Black Americans were citizens, and his election showed how far Reconstruction reached before it was rolled back.
Before Class
Students read the profile of Hiram Revels, including the Key Dates and Sources.
Discussion Questions
- Senate Democrats argued Revels could not meet the nine-year citizenship requirement. How did the Reconstruction amendments answer that argument?
- What was the symbolic meaning of Mississippi sending a Black man to the same chamber Jefferson Davis had left nine years earlier to lead the Confederacy?
- Some historians see Revels’s conciliatory politics as realism in the face of violence; others see a retreat. Which view does the evidence in the profile better support?
- Why did no other Black American serve in the Senate between 1881 and 1967?
Activity
Students read Section 1 of the Fourteenth Amendment and Article I, Section 3 of the Constitution (the Senate’s nine-year citizenship rule). In two teams (25–35 minutes), they stage a short version of the February 1870 Senate debate: one team presents the Democrats’ case against seating Revels, the other the Republicans’ reply, using only the constitutional texts and facts in the profile. The class then votes, compares the result with the Senate’s 48 to 8 vote, and discusses what the debate reveals about the meaning of citizenship after the Civil War.
