Elizabeth City, North Carolina  ·  Founded 1891  ·  Public HBCU  ·  UNC System

Elizabeth City State University (ECSU) is a public Historically Black university in northeastern North Carolina, founded by act of the North Carolina General Assembly on March 3, 1891, as the State Colored Normal School at Elizabeth City. A member of the University of North Carolina System and the Thurgood Marshall College Fund, ECSU is recognized for its aviation program — one of the few HBCU-anchored, FAA-supported flight education pipelines in the country — and for a sustained run of enrollment growth that has bucked national HBCU trends in the 2020s.

History

Elizabeth City State University was established by an act of the North Carolina General Assembly on March 3, 1891, in response to a bill calling for the creation of a two-year normal school for the "teaching and training of teachers of the colored race to teach in the common schools of North Carolina." The institution was the third of North Carolina's public Black normal schools, joining what would become Fayetteville State (1867) and Winston-Salem State (1892) in building the bench of Black public-school teachers for the state.

ECSU evolved from a two-year normal school to a four-year teachers college (1937), then to a regional university with the broader liberal arts and professional programs that today define the institution. It received SACSCOC accreditation in 1961 and joined the consolidated University of North Carolina System in 1972.

ECSU's modern identity is anchored to its aviation science program, one of the earliest HBCU-anchored degree programs in the field. The university partners with the FAA and the U.S. Coast Guard (which maintains a major presence in Elizabeth City) to operate a flight education pipeline that has trained a disproportionate share of African American commercial and military pilots over the past four decades.

Significance

ECSU plays a distinctive role within the UNC System and within the broader HBCU landscape. As a small public university anchored in the rural northeast corner of North Carolina, it is the only four-year university — HBCU or otherwise — within roughly fifty miles of Elizabeth City, making it both a regional workforce engine and a primary educational option for an underserved part of the state.

ECSU has posted multi-year enrollment growth at a time when many HBCUs are managing flat or declining headcounts, an outcome generally attributed to its aviation pipeline, its participation in the NC Promise tuition program (which sets in-state undergraduate tuition at $500 per semester), and a deliberate institutional focus on transfer student recruitment. Under Chancellor S. Keith Hargrove, the university in March 2026 received a transformational $42 million gift from philanthropist MacKenzie Scott — announced at the Founders Day Convocation and the largest gift in its history, following her earlier 2020 donation. That same year, the campus endured tragedy when a shooting at an April 2025 student event left one person dead and several others wounded; the university subsequently received federal support for campus recovery.
